Maintains the general election day as the first Tuesday after the first Monday in November and the general municipal election day as the first Tuesday after the first Monday in April.

Keeps all existing exemptions for bond elections, presidential primaries in February, and special elections necessitated by fire, natural disaster, or financial hardship.
