Removes mandatory licensing requirements for barbers, cosmetologists, estheticians, manicurists, interior designers, and instructor trainees, allowing unlicensed practice as long as individuals do not claim to be licensed.

Makes it a class C misdemeanor for unlicensed individuals to hold themselves out as licensed or to advertise as licensed in these professions.

Allows barber and cosmetology establishments to operate without licenses if they do not claim to be licensed establishments or advertise as such.

Eliminates the requirement for apprentices and students in cosmetology to be licensed with the board prior to beginning their courses.

Maintains existing sanitary regulations and inspection requirements for licensed barber and cosmetology establishments that choose to obtain licenses.
