Adds subsection 9 to section 301.020 allowing motor vehicle registration applicants to voluntarily donate $1 to the National World War I Museum at Liberty Memorial.

Director of revenue collects donations and deposits them in the state treasury to the veterans commission capital improvement trust fund established in section 42.300.

Donations used exclusively for restoration, renovation, and maintenance of the National World War I Museum at Liberty Memorial, with department of revenue retaining no more than 1 percent for administrative costs.

Donation is entirely voluntary and applicants may refuse at the time of registration issuance or renewal.

Director of revenue must inquire whether applicants wish to make the $1 donation when they present their completed registration application.
