Repeals existing sections 392.415 and 392.461 and establishes new sections 392.415, 392.461, and 392.611 relating to telecommunications and broadband regulation.

Requires telecommunications carriers and commercial mobile service providers to disclose call location information to law enforcement in emergency situations involving danger of death or serious physical injury without delay.

Provides liability protection for telecommunications carriers and service providers that furnish information or assistance to law enforcement in emergency situations or through emergency response systems.

Allows telecommunications companies to exempt themselves from certain state commission retail rules already mandated by the Federal Communications Commission, including customer proprietary network information and slamming/cramming protections.

Exempts broadband and Internet protocol-enabled services from regulation under state telecommunications law, except for interconnected voice over Internet protocol services, while requiring telecommunications companies to continue collecting universal service fund surcharges and providing emergency location information.
