Requires voter registration applicants to present identification (birth certificate, tribal document, citizenship proof, Missouri driver's license, or other personal identification) at time of registration.

Mandates that any name used for voter registration must be the applicant's legal name as it appears on a birth certificate or as legally changed through marriage or court order.

Prohibits name changes by common usage or common law from being used for voter registration purposes.

Maintains existing voter registration deadline of 5:00 p.m. on the fourth Wednesday prior to election (or 10:00 p.m. maximum).

Exempts interstate former residents, intrastate new residents, and new residents as defined in section 115.275 from the standard registration deadline.
