Repeals and re-enacts section 253.090 relating to the State Park Earnings Fund, authorizing the state treasurer to deposit fund moneys in qualified state depositories with interest credited back to the fund.

Allows the Department of Natural Resources to expend up to 50 percent of the preceding fiscal year's deposits from the State Park Earnings Fund for revenue bond payments, interest and sinking funds, reserve funds, depreciation funds, and feasibility reports.

Establishes the Renewable Energy Pilot Program for State Parks requiring the Department of Natural Resources to develop and implement renewable energy technology at a selected state park in consultation with the Public Service Commission.

Sets a goal for the pilot program to achieve 100 percent use of renewable energy resources within the park boundaries by August 28, 2019, with selection of a suitable park required by August 28, 2014.

Requires the Department of Natural Resources to annually report to the General Assembly beginning August 28, 2013, on progress toward renewable energy goals and to explain any obstacles to achievement.
