House Bill 624 - Sexual Offender Registration

• Establishes a three-tier classification system (Tier I, II, and III) for sexual offenders with different registration and public notification requirements, with Tier I offenders excluded from public online registry.

• Tier I offenders must register annually in their birth month; Tier II offenders must report semiannually in person plus by mail six months later; Tier III offenders must report semiannually in person plus by mail 90 days after each in-person report.

• Allows offenders to petition courts for removal from the registry after specified waiting periods: 10 years for Tier I, 15 years for Tier II, and 25 years for juvenile Tier III offenses, if they meet behavioral and compliance requirements.

• Permits Tier III offenders whose offense involved no force or threat of force and whose victim was 18 or younger (with offender no more than 5 years older) to petition for reclassification to Tier II status.

• Requires registration form to include extensive information including aliases, addresses, employment, vehicle details, online identifiers, and passport/immigration numbers; offenders must appear in person to register and update changes within three business days.
