Establishes eligibility criteria for MO HealthNet coverage including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women, effective January 1, 2014.

Requires annual eligibility reviews for all MO HealthNet participants and mandates applicants provide all necessary documentation and information for eligibility determination.

Expands eligibility to include pregnant women, children under age 19, CHIP-eligible children, and uninsured women using income standards based on federal poverty levels and July 16, 1996 AFDC standards converted to modified adjusted gross income (MAGI).

Creates an alternative benefit package for non-medically frail adults aged 19-64 with household income at or below 100% of federal poverty level, with medically frail individuals receiving full coverage.

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals and to submit necessary state plan amendments to federal authorities.
