Establishes new offense of "endangerment of an emergency responder" for dangerous driving within an active emergency zone, with penalties up to $1,000 fine and 4 license points for violations without injury.

Creates "aggravated endangerment of an emergency responder" offense when violations result in injury or death to emergency responders, with fines up to $5,000 for injury or $10,000 for death, plus 12 license points.

Defines "active emergency zone" as highway areas within 300 feet of emergency responders or marked emergency signs, and specifies dangerous behaviors including speeding 15+ mph over limit, unauthorized passing, and failure to obey traffic control.

Assesses additional fines of $35-$75 for moving violations in active emergency zones, and $250-$300 for speeding or passing violations when emergency responders are present.

Prohibits passing other vehicles within active emergency zones as a class C misdemeanor, and exempts violations caused by mechanical failure or negligence of others from emergency responder endangerment charges.
