Requires employers with payroll deduction systems to offer employees the option to contribute to continuing committees upon written request by ten or more employees, with violation as a class A misdemeanor.

Allows labor organizations to obtain political contributions through automatic payroll deduction if the employee or member provides affirmative written annual consent, with exemptions for voluntary member-owned trade associations and certain employees.

Permits aggrieved persons to file civil action within one year for violations, seeking damages between $100 and $1,000 plus attorney's fees, with each violation constituting a separate cause of action.
