Repeals and replaces sections 8.683 and 8.685 of Missouri Revised Statutes regarding construction management services contracts for public owners.

Permits construction managers to bid on and perform actual construction work on public works projects, reversing the prior prohibition on such dual roles.

Allows construction firms that control, are controlled by, or share common ownership with the construction manager to bid on and perform work on the same project.

Enables construction management services contracts to be awarded on a negotiated basis even when the construction manager guarantees, warrants, or assumes financial responsibility for other contractors' work or provides guaranteed maximum prices.

Requires all bidders to contract directly with the public owner or construction manager, provide payment and performance bonds, meet prevailing wage obligations, and comply with nonresident employer bonding and registration requirements.
