Expands automated call restrictions to the state's no-call database, requiring persons and entities to comply with the no-call list when making prerecorded or synthesized voice messages to residential subscribers.

Establishes new requirements for political solicitations, including mandatory disclosure of who paid for the call using "This message is paid for by" followed by proper identification of the sponsor.

Requires entities making automated political solicitations costing over $500 individually or in aggregate to register with the secretary of state and Missouri ethics commission prior to making the calls.

Adds new restrictions on automatic dialing-announcing devices, requiring them to disconnect within ten seconds after a subscriber terminates the call and prohibiting blocking of caller identification services.

Allows the Missouri ethics commission to address complaints about violations of political solicitation requirements in the same manner as other campaign finance violations under section 130.031.
