Defines "volunteer driver" as a person who transports individuals or goods without compensation beyond expense reimbursement, including driving services for nationally affiliated charitable nonprofit organizations operating in area agencies on aging.

Allows insurers to take other actions based on factors unrelated to volunteer status, such as nonpayment of premiums or driver's license suspension or revocation.
