Repeals and reenacts section 82.485, RSMo, to consolidate parking meter and parking enforcement divisions into a single parking division under the supervisor of parking meters.

Designates the city treasurer as supervisor of parking meters with authority to install meters, collect fees, supervise repairs and maintenance, and enforce all parking-related statutes and ordinances.

Establishes a parking meter fund as the sole depository for all parking revenues including fees, fines, penalties, and booting charges, with authority to issue revenue bonds for capital improvements and debt service.

Requires the supervisor of parking meters to submit annual operating budgets to the board of aldermen through the parking commission, which consists of five members including the supervisor, traffic committee chair, streets director, comptroller, and parking operations director.

Limits transfers from the parking meter fund to the city's general fund to no more than 40 percent of the fund's net change in balance after capital improvements and debt service obligations are paid.
