Adds new subsection 6 to section 115.123 requiring tax, license, fee, or levy increases that require voter approval under Article X, sections 16-24 of the Missouri Constitution to be placed only on the general election day designated in section 115.121.

General election day is defined as the first Tuesday after the first Monday in November, or another day expressly provided by city or county charter.

Exempts certain elections from Tuesday requirements, including bond elections for emergencies, property-owner-only elections, special elections to fill vacancies, and tax elections for school districts experiencing significant state revenue declines.

Allows charter cities and counties that had March primaries before August 28, 1999 to continue holding primary elections in March.

Permits elections under section 65.600 in March with no other issues on the ballot except those authorized by election law.
