Amends section 137.115, RSMo to expand motor vehicle valuation methods for property tax assessment purposes.

Assessors may use the National Automobile Dealers' Association Official Used Car Guide, Kelly Blue Book, or any other credible resource to determine motor vehicle true value, rather than being limited to one specific publication.

Assessors must consider facts and information offered by taxpayers when deviating from a selected guide or resource in determining motor vehicle valuation.

Maintains existing assessment percentages: personal property at 33⅓% of true value, with special rates for specific items like livestock (12%), farm machinery (12%), and historic motor vehicles (5%).
