Repeals and replaces sections 307.190 and 307.191 of Missouri law regarding bicycle operation on state roadways.

Prohibits bicycles from operating on state-maintained roadways when a state-owned bicycle path or trail runs generally parallel to and within two miles of the roadway.

Allows bicycles to operate on the shoulder of state roadways when used to travel to or from home, a workplace, school, or public facility.

Requires bicyclists operating below posted speed or slower than traffic flow to ride as near to the right side of the roadway as safe, with exceptions for left turns, hazardous conditions, narrow lanes, or one-way streets.

Requires bicycles to travel in the same direction as vehicles on roadways and shoulders.
