Increases penalties for causing serious physical injury from up to $500 to up to $3,000, with a minimum of $1,000, and mandates a 90-day driving privilege suspension.

Increases penalties for causing a fatality from up to $1,000 to up to $10,000, with a minimum of $5,000, and mandates a suspension of the driving privilege for up to one year but not less than six months, plus required completion of a driver-improvement program.

Requires appeals of court-ordered suspensions to be heard by the presiding judge or another judge in the circuit, rather than the original judge who issued the suspension order.
