Repeals and replaces section 167.031 of Missouri Revised Statutes regarding compulsory school attendance requirements for children ages 7 and above.

Allows children ages 5-7 to be dropped from school rolls by written parental request for transfers, health reasons, or if parents believe withdrawal serves the child's best interests after consulting with school officials.

Requires home schools to provide at least 1,000 hours of instruction annually, with at least 600 hours in core subjects (reading, language arts, mathematics, social studies, science), and parents must maintain records including lesson plans, work portfolios, and academic evaluations.

Prohibits state agencies from imposing curriculum requirements on private, parochial, or home schools, and allows such schools to include or exclude any concepts based on their religious doctrines.

Defines compulsory attendance age as 17 years old in metropolitan school districts (unless board adopts resolution) or 17 years old or upon completion of 16 high school credits in other districts.
