Establishes "advance ballots" as a new voting method distinct from absentee ballots, allowing registered voters to vote in person at designated locations beginning the third Wednesday before an election.

Requires all election authorities to maintain a central voting location for advance voting until close of business on the Wednesday before election day, with mandatory Saturday hours until 12:00 p.m.

Mandates satellite voting sites for federal elections based on registered voter population: one site per 50,000 voters (maximum 6 sites per jurisdiction), with consideration for geographic and demographic distribution to ensure non-discrimination.

Prohibits voters who cast advance ballots from voting again on election day; violators are guilty of a class one election offense and must be certified to the verification board.

Keeps advance ballot voter information confidential until 8:00 a.m. on the Friday before election day in certain large jurisdictions, after which candidates and authorized representatives may access the lists; increases the penalty for knowingly disclosing confidential information to a class four election offense.

Changes the electioneering distance restriction from 25 feet to 100 feet from polling place entrances and establishes January 1, 2014 as the effective date.
