Allows pharmacists to dispense emergency medication supplies when unable to obtain prescriber authorization due to prescriber death, incapacity, or unavailability; limited to 7-day supply normally or 30-day supply if prescriber is deceased or incapacitated

Modifies professional licensing requirements including: lowering hearing instrument specialist minimum age from 21 to 18 years; allowing dental assistants to place pit/fissure sealants and apply topical fluoride; revising physician assistant supervision requirements to require physician presence at least 4 hours per 14-day cycle

Expands adoption investigation personnel to include professional counselors and psychologists licensed under chapter 337 in addition to social workers; clarifies non-discrimination provisions for mental health professionals and adoptive parents with disabilities
