Repeals and re-enacts sections 301.3090 and 301.3116 relating to special license plates for veterans who served during Operation Enduring Freedom and Operation Noble Eagle.

Changes the image on Operation Enduring Freedom veteran license plates from the American flag to the Operation Enduring Freedom medal.

Changes the image on Operation Noble Eagle veteran license plates from the American flag to the Operation Noble Eagle medal.

Maintains eligibility requirements for both plate types: service members and veterans honorably discharged from any branch of the U.S. military (including reserves and National Guard) during the specified operations, with annual fees matching personalized license plate rates.

Preserves existing provisions allowing unlimited plates per qualified person for vehicles they own solely or jointly, with non-transferability except to registered co-owners upon the veteran's death.
