Adds hydrogen to the definition of "alternative fuel" in Missouri law, expanding the types of fuels eligible for alternative fuel vehicle decals to include electricity, liquefied petroleum gas, hydrogen, compressed natural gas, and combinations thereof.

Increases annual alternative fuel decal fees for vehicles registered in Missouri: passenger vehicles and commercial vehicles under 18,000 pounds from $75 to $140; vehicles 18,000-36,000 pounds from $100 to $185; vehicles over 36,000 pounds but under 48,000 pounds to $1,400; and vehicles over 48,000 pounds to $1,800.

Increases temporary alternative fuel decal fee for out-of-state vehicles from $8 to $12, valid for 15 days, with a 50-cent retention allowance for alternative fuel dealers selling the decals.

Provides that first-year decal fees for new alternative fuel-powered vehicles assembled in Missouri shall be one-half the standard fees listed in the section.

Directs all proceeds from decal fees to be credited to the state highways and transportation department fund created in section 226.200.
