Board members must be voters who have resided in the district for one year prior to election, or alternatively, received water service from the district at their primary residence for one year prior to election.

Board members must be at least 25 years old and cannot be delinquent on tax payments at the time of election.

Board members can receive attendance fees up to $100 per regularly called or special meeting, limited to two meetings per calendar month (four in first-class counties), with the board president eligible for an additional $50 per meeting.

No board member may receive attendance fees or compensation until completing a minimum of six hours of training covering water treatment and distribution, budgeting and rates, water utility planning, capital improvements, financial statements, Missouri sunshine law, and related chapter provisions.

Contracts made by the district must conform to section 432.070 governing contracts of other municipal corporations.
