Repeals sections 290.210 to 290.340 which established prevailing wage requirements for public works projects in Missouri.

Creates new section 290.342 eliminating prevailing wage requirements for all work except federally-funded projects and services provided to the federal government.

Removes prevailing wage determination and enforcement procedures previously administered by the Department of Labor and Industrial Relations.

Eliminates provisions requiring public bodies to determine and specify prevailing wage rates before bidding on public works contracts.

Makes technical amendments to related statutes including construction management services, township compensation, franchise warranty compensation, and public works project bonding requirements.
