Requires drivers approaching stationary emergency vehicles to change lanes when possible (on roads with at least four lanes) or reduce speed and proceed with caution.

Establishes rotation list procedures for law enforcement agencies to request towing services, with requirements that towing companies have no connections to first responders and cannot respond to calls from emergency radio monitoring.

Imposes escalating penalties for towing companies violating rotation list criteria: six-month removal for first violation, one-year for second, three-year for third, and five-year removal for subsequent violations.

Increases towing company operational requirements including minimum 2,000 square feet of secure storage with 7-foot fencing, regular business hours (8 a.m. to 5 p.m. Monday-Friday), 24/7 availability, specific insurance coverage amounts, and driver certification through TRAA or equivalent programs by specified dates through August 2015.
