Repeals and replaces section 109.210 of Missouri Revised Statutes to update definitions related to public and business records management

Adds new definitions for "data," "electronic record," "E-message," and "metadata" to clarify what constitutes electronic records requiring preservation under state records laws

Specifies that E-messages constituting electronic records include policies, directives, correspondence with official guidance, meeting minutes, business transaction messages, and final reports; excludes duplicate copies, personal messages, preliminary drafts, and spam

Defines "social media" as forms of electronic communication through which users create online communities to share information and content

Clarifies that electronic records and E-messages are included in the definition of "record" but establishes that metadata standing alone is not an electronic record and is designated as "nonrecord" material
