HB 700 - Show-Me Transformation Act Summary

• Establishes the "Show-Me Transformation Act" to restructure Missouri's MO HealthNet program by repealing and replacing eligibility and coverage provisions effective January 1, 2014.

• Creates the "Show-Me Healthy Babies Program" as a separate CHIP program providing prenatal care and coverage for unborn children whose mothers lack affordable health insurance, with coverage extending up to one year after birth for the child.

• Requires MO HealthNet recipients to transition to managed care health plans resembling commercial insurance plans by January 1, 2014, with cost-sharing requirements, incentive programs for healthy behavior, and high-deductible plan options for uninsured adults under 65 with income below 100% of federal poverty level.

• Eliminates the Missouri Health Insurance Pool effective January 1, 2014, and redirects eligible individuals to health insurance exchanges with federal premium tax credits; transitions pool operations and finalizes claims through administering insurers/third-party administrators.

• Establishes the MO HealthNet Transformation Task Force with representatives from state agencies, legislature, and health care community to make recommendations on improving the state's medical assistance delivery system, with annual reporting requirements through May 31, 2024.
