Repeals and replaces eight sections of Missouri insurance law relating to health maintenance organizations, group health insurance, and individual health insurance policies.

Establishes the "Health Insurance Marketplace Innovation Act of 2013" to create a navigator licensing system administered by the Department of Insurance, Financial Institutions and Professional Registration.

Navigators must be licensed and cannot engage in activities requiring an insurance producer license, provide plan recommendations, or advise consumers on which health plan to choose; only licensed insurance producers may provide such services.

Allows health carriers to offer managed care plans requiring all health care services be delivered by in-network providers, except for emergency services and specified services, with disclosure in policy forms.

Permits health carriers to offer health benefit plans with deductibles, coinsurance, copayments, and variable cost-sharing features, with annual out-of-pocket expenses limited to high deductible health plan maximums under federal law.
