• Establishes that intentionally injuring or killing a service dog is a class D felony, while reckless injury or death is a class A misdemeanor

• Makes it a class B misdemeanor (or class A on second offense) to recklessly interfere with a service dog's use by obstructing, intimidating, or jeopardizing its safety

• Requires convicted offenders to pay full restitution including the animal's value, replacement and training costs, veterinary expenses, medical expenses for the user, and lost wages during periods without service dog access

• Exempts from penalties any injuries or deaths resulting from destruction for humane purposes or when the service dog's handler commits criminal or civil trespass

• Allows other remedies available under law to remain available to victims
