Repeals and replaces section 288.034, RSMo, to comprehensively define "employment" under Missouri's employment security law, including service performed for wages under any contract of hire.

Defines employment to include service localized in Missouri or service performed in multiple states where the base of operations, direction/control, or worker's residence is in Missouri.

Establishes that service performed for remuneration is employment unless the individual qualifies as an independent contractor, using the common law "right to control" test where control over manner and means indicates employment.

Creates exemptions from employment coverage for agricultural labor, domestic service (with certain thresholds), newspaper delivery by minors, family employment, religious organizations, government employees in specified roles, students, and various commissioned sales positions.

Adds new exemption for in-home or community-based services providers contracted by county developmental disability boards, provided the vendor handles payroll and fringe benefits accounting.
