Establishes the "Show-Me Healthy Babies Program" within the Department of Social Services as a separate federal CHIP program for low-income unborn children under Title XXI of the Social Security Act.

Eligibility requires the mother to be ineligible for Medicaid, lack affordable employer-sponsored health insurance, and have family income at or below 300% of the federal poverty level (counting the unborn child in family size).

Coverage includes all prenatal care and pregnancy-related services that benefit the unborn child and promote healthy labor, delivery, and birth; coverage continues for up to one year after birth for the child.

Mothers receive pregnancy-related and postpartum coverage from the day pregnancy ends through the last day of the month including the 60th day after pregnancy ends, limited to pregnancy-related and postpartum care.

Program may be delivered through direct state coverage, managed care organizations, premium assistance programs, or other arrangements; the department must submit a state plan amendment to the federal government within 60 days and submit annual reports analyzing cost savings and benefits.
