Allows attending advanced practice registered nurses (APRNs) in collaborative practice arrangements with licensed physicians to order physical or chemical restraint, isolation, or seclusion in mental health facilities, in addition to facility heads and physicians.

Requires physician in-person review of APRN restraint orders before 4 hours for patients under 18 years old or before 8 hours for patients 18 and older.

Mandates that all APRN restraint orders be reviewed in person by an attending licensed physician within 24 hours or the next regular working day, with documentation in the clinical record.

Permits APRNs in collaborative practice arrangements to authorize use of security escort devices during transport of civilly detained patients when necessary to protect safety or prevent escape.

Maintains existing prohibitions on restraint and seclusion as standard treatment and requires these measures to cease once the safety circumstances that necessitated them have ended.
