Repeals and reenacts section 208.151, RSMo, regarding MO HealthNet benefit eligibility for needy persons under Title XIX of the federal Social Security Act.

Extends MO HealthNet coverage to persons under 26 years of age who were in foster care under Missouri's responsibility when they turned 18 years old, without regard to income or assets.

Requires extended coverage applicants to not be eligible for coverage under another mandatory coverage group and to have been covered by Medicaid while in foster care.

Maintains existing eligibility categories for pregnant women, children, aged persons, blind persons, disabled persons, and families receiving aid to dependent children.

Allows the Department of Social Services to apply for federal waivers not exceeding one million dollars in additional state costs, subject to oversight committee approval for certain waiver types.
