Maintains existing fee structure: $800 permit fee, $400 per site fee, and $10 per acre fee, with a maximum total fee of $3,000

Reduces fees to $300 total for gravel mining operations with annual tonnage of less than 5,000 tons

Fees continue to fund administration and enforcement of surface mining regulations including reclamation requirements

All other provisions of the surface mining permit requirements remain unchanged and do not expire
