Applies to counties with a charter form of government, more than 300,000 but fewer than 450,000 residents (St. Charles County)

Prohibits cities, towns, villages, sewer districts, or water supply districts that purchase sewage or wastewater treatment services from another entity from charging customers more than a 3 percent markup above what they pay the service provider without voter approval

Requires a majority vote of qualified voters in a public election in August or November to authorize any charge exceeding the 3 percent limit

Prevents resubmission of a rejected markup proposal for at least 12 months after voters oppose it
