Repeals and replaces section 558.019 of Missouri Revised Statutes relating to minimum sentencing for felony offenders.

First-time dangerous felony offenders with no previous prison commitments must serve at least 50 percent of their sentence imposed on or after August 28, 1994, or until age 70 with at least 40 percent served, whichever occurs first.

Other felons with prior prison commitments must serve 40-80 percent of their sentence depending on number of previous commitments (one, two, or three or more unrelated felonies).

Creates an 11-member Sentencing Advisory Commission to study sentencing disparities among circuit courts, including disparities related to death penalty sentencing among economic and social classes.

Authorizes courts to order restorative justice methods including restitution, treatment programs, community service, work release, and community-based programs when sentences are suspended.
