HB 754 Summary

• Creates "Missouri Strategic Action for Emergencies Act" (Mo. S.A.F.E.) requiring school districts to establish safety and emergency response procedures with teacher training conducted annually in coordination with local law enforcement.

• Modifies concealed carry endorsement restrictions by prohibiting firearms in 17 specific locations (schools, courthouses, polling places, airports, hospitals, etc.) but allows firearm possession in vehicles on premises if not removed or brandished.

• Establishes new "concealed carry endorsement plus" available to those with valid concealed carry endorsement who complete 15-hour advanced firearms safety training including classroom, range work with 300+ rounds, and self-defense tactics.

• Allows concealed carry endorsement plus holders to carry firearms in otherwise prohibited locations including schools, polling places, public meetings, child care facilities, amusement parks, churches, and stadiums with seating capacity of 5,000+.

• Exempts law enforcement officers, security personnel, judges, bailiffs, and certain other officials from firearm location restrictions and requires renewal of endorsement plus every three years with six hours of continuing firearms safety training.
