Establishes a prisoner re-entry program within the Department of Corrections for male and female prisoners who have completed their full sentences without early release and are relocating to St. Louis upon release

Requires the Department of Corrections to transfer appropriated funds to the City of St. Louis Department of Health and Human Services, which will administer the program

Directs the City of St. Louis to issue a request for proposals to organizations with demonstrated re-entry service experience, including housing, employment, physical health, mental health, and substance abuse services

Makes the city and selected contractor jointly responsible to the Department of Corrections for providing services and submitting all data and records to measure program effectiveness

Authorizes the Department of Corrections director to promulgate rules and enter into contracts necessary to implement the program, subject to provisions of Chapter 536 rulemaking authority
