Repeals and replaces sections 302.700, 302.720, 302.735, 302.740, 302.755, and 304.820 relating to commercial drivers' licenses and related regulations.

Requires applicants for commercial driver's instruction permits to pass written tests complying with federal standards and maintain the permit for a minimum of 14 calendar days before taking the skills test.

Adds new definitions including "CDL driver," "commercial learner's permit," "electronic device," "manual transmission," "mobile telephone," "tank vehicle," and "texting" to align with federal regulations.

Prohibits commercial motor vehicle operators from using hand-held mobile telephones or wireless devices to send, read, or write text messages while driving, with limited exceptions for emergencies and dispatch communications.

Prohibits persons age 21 and younger from texting while operating any motor vehicle; extends certain violations to serious traffic violations and establishes disqualification periods including lifetime disqualification for multiple major violations.
