Direct-record electronic touch-screen machines used for disabled voters may only continue in use until mechanical failure or wear and tear; replacements must be paper ballot-marking devices rather than additional electronic machines.

Election authorities must make all election records available for public review upon written request, with reviews conducted on premises only and copies of electronic records provided upon demand.

No election can be certified until an audit is completed verifying vote counts, with a minimum of five percent of precincts randomly selected and hand-counted, with the entire audit process open to public observation and audio/video recording.
