Department of Health and Senior Services shall process MO HealthNet home- and community-based care referrals within fifteen business days and notify referring entities within five business days if additional information is needed.

Applicants must be informed of the full range of available services, choice of providers, and option to select multiple providers, with assurance that choosing providers who don't conduct assessments will not delay service delivery.

If the department fails to comply with processing timelines, home- and community-based service providers may complete assessments and care plans, which become automatically approved if the department does not approve or deny within five business days of receipt.

Department must develop an automated electronic assessment care plan tool for providers and report to the General Assembly by January 1, 2014 on implementation of the tool and compliance with processing requirements.

Health care professionals licensed under chapter 331 are reimbursed under MO HealthNet for services within their scope of practice, and provisions regarding employee disqualification lists are modified to include vendors and specify grounds for required employment termination.
