Prohibits school districts from entering into contracts where teachers receive paychecks directly from the district while a nonprofit organization reimburses the district for the teacher's services.

Prevents school districts from making retirement program contributions for teachers employed full-time by nonprofit educational associations that are reimbursing the district for those teachers' services.

Ends eligibility for nonprofit educational association and organization employees to join public school retirement systems after July 1, 2014, and prohibits new hires by such organizations from joining these systems.

Allows teachers on approved unpaid leaves with at least 50% compensation to earn retirement credit if full contributions are withheld and remitted based on what would have been earned without the leave.

Clarifies that independent contractors under common law are not considered employees for retirement system membership purposes.
