Prohibits the Department of Revenue from retaining copies of source documents presented for driver's licenses and nondriver's licenses, except for the minimum copies required by federal law for commercial driver's licenses and permits.

Requires the Department of Revenue to securely destroy all source documents obtained after August 28, 2012 from driver's license and nondriver's license applicants.

Prohibits the Department of Revenue from requiring scanning of source documents for concealed carry weapon endorsements and requires the department to create an in-house process for printing concealed carry endorsements.

Allows individuals harmed by violations of these provisions to bring civil actions for damages, including non-economic and punitive damages, and eliminates sovereign immunity as a defense for the Department of Revenue.

Prohibits any state agency, department, contractor, or agent from constructing or maintaining a database or record of firearms, ammunition, or firearms accessories that individuals possess.
