Repeals and replaces section 386.370, RSMo to modify how the Public Service Commission assesses expenses for regulating public utilities

Combines water corporations and sewer corporations into a single group for purposes of estimating and allocating regulation expenses, rather than treating them as separate utility groups

Maintains existing assessment methodology where each utility group pays a proportional share of PSC expenses based on gross intrastate operating revenues, capped at one-fourth of one percent

Requires public utilities to file statements of gross intrastate operating revenues on or before March 31st annually, with assessments payable to the director of revenue by July 15th or in four equal quarterly installments
