Increases the petition signature requirement for school annexation from 10 percent to 20 percent of voters from the last school election, or a majority of voters, whichever is lesser.

Allows a seven-director school district board to propose an annexation plan directly to voters by majority board vote, as an alternative to requiring a citizen petition.

Requires a plat of proposed changes to all affected districts to be published and posted with the election notice.

Establishes a two-year waiting period before a new annexation petition for the same area can be circulated if a previous annexation election fails to gain voter approval.

Upon successful annexation, all indebtedness, property, and money from the annexed district immediately transfer to the receiving seven-director school district.
