Expands the Amber Alert System to include missing endangered persons and renames it the "Amber Alert and Silver Alert System"

Defines "endangered person" as an individual missing under unexplained or suspicious circumstances who is believed to be in danger due to age, disability, health conditions, weather, or association with a potentially dangerous person

Excludes runaways from the definition of endangered person unless they meet additional criteria related to danger or suspicious circumstances

Requires missing person complaint reports to include the name, address, and phone number of the missing person's guardian, if any

Establishes that the Alert System Oversight Committee shall develop criteria and procedures for both Amber alerts and Silver alerts, with authority to expand the system to cover homeland security threats, criminal acts, health emergencies, and other imminent dangers to public safety
