Requires the board to consider deterrent effect, violation circumstances, severity and public harm risk, economic benefits gained by violator, and public interest when determining penalty amounts.

Requires penalty payment within 60 days of order filing, with the Attorney General authorized to collect unpaid penalties plus 15% surcharge, 10% annual interest, attorney fees, and costs.

Establishes that unpaid penalties are grounds for license renewal denial or reinstatement refusal, and allows judicial review of final penalty orders under Missouri Administrative Procedure Act provisions.
