Repeals and reenacts section 210.861, RSMo, to modify provisions governing community children's services funds established under existing tax provisions.

Nine-member board of directors administers the fund, with specific board composition requirements for certain county classifications; board members serve three-year terms (staggered initially) and receive no compensation but may be reimbursed for expenses.

Fund revenues may be used for temporary shelter (up to 30 days) for at-risk youth, outpatient treatment programs, counseling services, family intervention programs, crisis intervention services, and preventative services to prevent substance abuse and mental health issues.

Board may contract with public or not-for-profit agencies to provide services, establish eligibility standards, and audit fund expenditures; board members cannot serve on governing bodies or have financial interests in recipient agencies.

Fund revenues cannot be expended for inpatient medical, psychiatric, or chemical dependency services, or for transportation services.
