Appropriates $669.78 million total for the Department of Public Safety and related agencies for fiscal year July 1, 2013 - June 30, 2014, funded from General Revenue ($64.16M), Federal Funds ($215.41M), and Other Funds ($390.21M)

Allocates major funding for State Highway Patrol operations ($104.24M), Missouri Veterans' Homes ($76.16M), State Emergency Management Agency ($109.00M), and Gaming Commission ($15.67M)

Provides funding for specialized programs including crime labs ($10.26M), drug task forces ($2.00M), peace officer training ($1.40M), and violence against women programs ($2.49M)

Authorizes transfer of Gaming Commission Fund revenues to Veterans Commission Capital Improvement Trust Fund ($36.32M), Missouri National Guard Trust Fund ($4.00M), and Access Missouri Financial Assistance Fund ($5.00M)

Establishes expenditure controls including F.T.E. (full-time equivalent employee) limits for each division and requires federal grant notifications to the General Assembly prior to expenditure
